Lugia fue diseñado por Takeshi Shudō para la segunda película<ref>Traducción del Blog de Takeshi Shudō donde lo explica.</ref>, y posteriormente fue incluido en los juegos, siendo un Pokémon adelantado.
Lugia es de psíquico/volador, sin embargo, pasa todo el tiempo sumergido bajo el agua, motivo por el cual es llamado El Guardián de los Mares, sin ser de tipo agua.
Se supone que Lugia al ir bajo el agua cierra las placas de su espalda; sin embargo, en el inicio de Pokémon Plata SoulSilver, tiene las placas abiertas.
Lugia no puede criar porque es un Pokémon legendario, sin embargo, en el anime, hubo un Lugia bebé.
En el EP1091, en el cual Ash comienza su viaje en la serie Viajes Pokémon, aparece Lugia, emulando la aparición de Ho-Oh en el EP001, cuando Ash comenzó su viaje por Kanto.
